Builders/construction/sale of Property
Builders need prior approval of Architectural Control Committee (ACC) before
building permits are issued by the town.
Effective: 11/11/89

Construction must be completed within one year from start of construction.
Effective: 9/16/89

For the purposes of the HLEPOA/ACC completion means that the house has
received a C/O and that the ACC has received a copy of the C/O.  Extensions may
be granted by the ACC when they believe that the extension is reasonable and
necessary. 12/2006

When a house being built beyond the 1 year point, is sold before completion, the
new owners will have 3 months to get a C/O.

Builders failing to clean up or dumping on lots will face fines

The maximum size of "For Sale" and builders signs is 4 square feet.

As an addition to section 3.1A Page 7 of the Declaration of Covenants and
Restrictions, concerning changes and improvements to a property, the board has
instituted a mandatory fine of $50 if there is no ACC approval of the work being
done.  If in 30 days there is no approval being sought, a $25. per day fine will
commence until approval is obtained.

Any improved lot sold will require a Capital Improvement payment of 1 years dues to
be paid by the buyer.  If the lot is unimproved, the Capital Improvement payment will
be ½ years dues.
